Obilježja fiskalne politike u Hrvatskoj

Abstract

Korištenjem različitih analitičkih pristupa u ovom se radu ocjenjuje adekvatnost fiskalne politike u Hrvatskoj u razdoblju od 2002. do 2019. godine u kontekstu ispunjavanja stabilizacijske uloge te u kontekstu fiskalne održivosti. Rezultati analize pokazuju da je fiskalna politika u Hrvatskoj u većini promatranog razdoblja bila prociklička čime je narušena njezina stabilizacijska uloga. Također, u velikom dijelu promatranog razdoblja fiskalna politika nije vođena prema načelu fiskalne održivosti, osim u razdoblju najznačajnije fiskalne konsolidacije, provedene u razdoblju od 2012. do 2015. godine, s ciljem stabilizacije putanje javnog duga. Ovi rezultati upućuju kako se djelovanje nositelja fiskalne politike u dosadašnjem razdoblju ne može ocijeniti adekvatnim te da bi buduće mjere fiskalne politike trebale biti usmjerene na stabilizaciju poslovnih ciklusa, uz poštivanje načela fiskalne održivosti.
