Analiza dugorčne održivosti sustava međugeneracijske solidarnosti

Abstract

Glavni je cilj rada analizirati dugoročnu održivost mirovinskog sustava međugeneracijske solidarnosti u Hrvatskoj na temelju demografskih i makroekonomskih projekcija te procijeniti dugoročno kretanje prihoda i rashoda po osnovi doprinosa za mirovine i rashoda za mirovine u državnom proračunu. Rezultati analize pokazuju da će se teret postojećeg mirovinskog sustava u Hrvatskoj za državni proračun blago smanjivati s 4,5% u 2016. na 1,6% do 2050., ponajviše zbog postupnog rasterećenja rashodne strane proračuna u dijelu izdvajanja za mirovinsko osiguranje zbog postupnog prelaska isplate mirovina iz jednostupnog u dvostupni sustav, strožih pravila za prijevremeno umirovljenje, produljenja radnog vijeka, strožih pravila za odobravanje invalidskih mirovina te postupnog smanjenja broja i iznosa posebnih mirovina. Takav razvoj pozitivno će utjecati na fiskalnu sliku Hrvatske te na osiguravanje dugoročne održivosti javnog duga.
