Abstract

The primary policy response to global warming around the world has been the implementation of market-based programs for the reduction of greenhouse gas emissions. Several additional markets and practices, however, have had an impact on climate change and the broader environment. These markets include renewable energy certificates (RECs), renewable identification numbers (RINs), and crediting for energy-efficiency. RECs represent the property rights to the environmental, social, and other non-power qualities of renewable electricity generation. RINs play a role somewhat similar to that of RECs but in the market for transportation fuels. Both markets are in their infancy in terms of trading, but they have the potential to reach reasonable volumes because the underlying values for both are in excess of $1 billion…
