Abstract

This research aims to develop an inclusive approach to HR management in the context of the digital economy. The experimental part of the research is conducted using the regression analysis method, which the authors employed to model the relationship between the features of employment inclusiveness and alternative HR management measures. The research is based on the advanced practices of the top 20 countries with the most inclusive employment in 2023. As a result of the modeling, the effect of each considered measure is quantitatively analyzed. The authors’ conclusion is that the most promising measure of HR management is the development of digital skills among employees because this measure systemically enhances employment inclusiveness, increases labor productivity, and reduces the share of vulnerable employment. The authors identified the prospect of ensuring employment inclusiveness in developed and developing countries through improving HR management. The theoretical significance lies in the fact that the inclusive approach to HR management developed in the research allowed the authors to reevaluate this managerial practice in light of the new context of the digital economy and form a conceptual vision of the prospects for the systemic implementation of SDGs 8–10. The practical significance is expressed in the fact that the proposed recommendations for improving HR management practices in developed and developing countries will make it possible to fully realize their potential to ensure inclusive employment and will shape an inclusive global labor market by overcoming differences between these countries.
