Abstract

This chapter focuses on strategic behavior of agents involved in a conflict, as part of a process leading from conflict through negotiation to cooperation, which is the sequence leading to the establishment of a global policy. The focus of this week’s class is the principles and measurements of conflict. We will introduce the following concepts: definition of conflict; conflicts over natural resources; and how to measure conflicts. An example of a range of the level of conflict, using basins at risk (BARs) work, is also provided starting with exchange of letters to war. We will discuss unrelated relationships among the states, such as trade, diplomatic relations, and other exchanges as measures of conflict/tension reduction. We will introduce conflicts as games. Non-cooperative games in a matrix form. Concepts used will include the following: deterrence, threats, credible threats, payoffs, strategies, zero-sum game, Chicken game, Nash equilibrium, Prisoner’s dilemma.
