Abstract

This chapter deals with globalization and externalities. We will compare state vs. federal interests and impacts in measuring global policy performance. Special attention will be provided to cost–benefit analysis (CBA) as a tool for global policy performance. We will define a global policy. We will discuss the justification and motivation for global policies: why certain issues are included in a global treaty and others are not, why we see more global policies on environmental issues, and how global policies are developed.
