Substitutes to Baseline Surveys

Abstract

This chapter seeks to propose an efficient alternative to household surveys (HHSs) for obtaining data needed to launch a community-based health insurance scheme. We discuss the three essential pieces of information that are used for the design of the benefits package and its pricing. These are morbidity and utilization patterns, the average cost of care locally, and the distribution of that cost. The methods available to source these data without conducting a full HHS are elaborated.
