Abstract

This chapter consists of sections on Introduction, Historical Overview, The Environment for Entrepreneurship and Toward the Future. Introduction, as follows:The Grand Duchy of Luxembourg is a constitutional monarchy covering 2,586 square kilometres, surrounded by Belgium, France, and Germany. Government policies — including three official languages (see Schinzel, in press) — have contributed to making this country very attractive. A founding member of the European Union, Luxembourg is home to the European Court of Auditors, to the European Court of Justice, to the European Investment Bank and to the Secretariat of the European Parliament. By world standards, Luxembourg is a tiny nation, with a disproportionate number of financial institutions (see Exhibit 14.1). Its importance has exceeded its size, and the nation enjoys the highest per capita GDP in Europe. Ben Aoun-Peltier, Höck, Peroni and Riillo observed, “One noticeable difference between Luxembourg and other E.U. countries concerns the social perception of entrepreneurs and the entrepreneurial careers … Luxembourgish respondents do not see an entrepreneurial career as a good choice” (2015, p. 27).
