Better Scholarship in an Open Access World? Analysis of European Union Policies on Open Access

Abstract

The institutions of the European Union expressed their commitment to open access on more occasions. They expressed their expectation that scholarship will be better in an Open Access world, and, among the benefits of open access, they listed greater visibility of open access publications, a revolution in scientific search and information retrieval, strong boost for interdisciplinary research and international collaboration, much more innovation in publication and free access to information by non-research organizations. In the Science Europe roadmap, published in December 2013, open access to research publications was included as one of nine priority areas. According to to this document, system of open access would increase both the impact of publications and the cost efficiency of the publication system, which, in turn, would lead to increased returns for taxpayers’ money This paper analyse the policies of European Union on open access and discuss possible short- and long-term effects of such policies.
