Transport in the Past and Current Climate Policy Regime

Abstract

After nearly two decades during which transport has been almost invisible as a part of climate policy, in recent years it has been receiving growing policy attention. This paper discusses the development of past and current climate policies in order to show how transport was first completely neglected in climate politics and how it is now continuously receiving more consideration by policy-makers, so that presently not only environmental policy-makers but also transport policy-makers are discussing measures to reduce greenhouse gas emissions (GHG) in transport. The paper concludes that the transport sector has large potentials for cost-effective GHG reductions in the short, medium, and long term. However, sector-related or even modal GHG reduction targets should be defined, in order to tap these potentials fully. This would provide the stable legal framework required by decision-makers in the transport sector to steer transport into a low or even no-carbon future.
