Abstract

The previous chapters of the book have demonstrated that two of the most serious problems of the health care system are cost inflation and limited access to care for some segments of the population. High costs and access problems are very closely intertwined in that people who cannot afford private health insurance, or those who do not qualify for public insurance programs, such as Medicare and Medicaid, lack the first, and perhaps the most important, prerequisite for access, an insurance card.
