Abstract

The amount of waste is increasing with the rapid industrialization and improvement of people’s living standards In China. In particular, the consumption of plastic products is rapidly increasing while the amount of waste plastic is also increasing rapidly, which is becoming a social problem. The Chinese government is trying to reduce the amount of final disposal of waste and save landfill sites by improving the collection and recycling rate of not only plastic but also renewable resources. In this paper, we examined how much the improvement of the recovery rate leads to the saving of the final disposal site for waste plastic. Therefore, we estimate the China’s waste input-output table (WIOT) in this paper to grasp the actual state of waste in China and evaluate the effect of reducing the amount of final waste disposal by promoting the cycle of waste plastics in China. A simulation analysis using WIOT confirmed the followings. First, promoting the recycling of waste plastics is effective to some extent in alleviating the shortage of final disposal sites. However, at present, the amount of illegal dumping (referred to as “other treatment” in this chapter) is too large to ignore, and illegal dumping is a hindrance to the promotion of recycling. Other measures are needed to reduce illegal dumping. Incidentally, the WIOT estimated in this study does not reflect the latest technology due to the limitation of data availability. It is hoped that data on waste in China will be organized and published.
