Private Capital Activates the Innovative Development of Micro and Small Finance in Luqiao

Under the increasing pressure of declining asset quality and the formal implementation of the measures for the Capital Management of Commercial Banks (for Trial Implementation) of the CBRC, the banking industry will face a new round of capital replenishment pressure in the next five years, but the participation of private capital in restructuring will become one of the effective tools for small and medium-sized banks to replenish capital. At the policy level, the “new 36 articles” of the State Council, the local pilot financial reform, the Implementation Opinions on Encouraging and Guiding Private Capital to Enter the Banking Industry issued by the People’s Bank of China and the China Banking Regulatory Commission, and the Guiding Opinions on Financial Support for Economic Restructuring, Transformation and Upgrading issued by the general office of the State Council on July 1, 2013 all clearly encourage private capital to invest in financial institutions and participate in the restructuring and transformation of financial institutions, support private capital to participate in the capital increase and share expansion of commercial banks by means of equity participation, participate in the restructuring of rural credit cooperatives and urban credit cooperatives, and will implement differentiated access management for different types of banking financial institutions in terms of business areas and business scope. The private capital in Luqiao district of Taizhou has taken the lead in this respect, and its contribution to micro and small finance is also rising, providing sufficient capital sources for financing of SMEs.
