OECD Co-operation with Non-members

Abstract

This chapter first describes the main features of the OECD programmes of co-operation with non-member economies that started in March 1990, after the fall of the Berlin Wall. It then provides an account of the author’s work as OECD Deputy Secretary-General in charge of these programmes from 1997 to 1999, during which time he visited the capitals of China, Russia, and the three Baltic States of Estonia, LatviaLatvia, and LithuaniaLithuania to discuss OECD co-operation programmes with the leaders of their governments and central banks.
