Abstract

This chapter explores the transformation in the management of state capital in China, highlighting the shift towards capital management with less direct intervention in the daily operations of state-owned enterprises (SOEs). It delves into the complexities and outcomes of implementing mixed-ownership reforms aimed at enhancing efficiency and competitiveness in the market. The analysis includes a comparison with international models, such as Singapore’s Temasek and the UK’s British Telecom, providing a framework for understanding China’s approach. The chapter assesses the government’s efforts to improve governance, attract private investment, and reduce administrative control, examining both the successes and limitations of these reforms in realigning SOEs with market dynamics while maintaining strategic state oversight.
