Abstract

Regulatory technology (RegTech) refers to the use of technology for regulatory monitoring and compliance, while supervisory technology (SupTech) is a subset focused on regulators using technology to ensure compliance. Both Malaysia and Singapore have adopted these technologies, though risks remain, particularly with blockchain-based systems. Regulatory sandboxes are the preferred method to mitigate these risks. In the 1MDB case study, we examine the scandal’s impact on public trust in financial institutions in Malaysia and Singapore. While public trust in financial institutions remains high in Singapore, the 1MDB scandal has damaged public trust in financial institutions in Malaysia. The case study explores how blockchain could serve as a technological safeguard to mitigate the risks of the recurrence of scandals such as 1MDB through document tamper-proofing, improving financial audits, strengthening anti–money laundering (AML)/know-your-customer (KYC) and customer due diligence (CDD) processes, and tracking beneficial ownership based on the Bank for International Settlements’ (BIS) concept of embedded supervision.
