Chinas Freihandelshäfen: Wirksame Maßnahmen gegen die drohende De-Globalisierung

Abstract

Zusammenfassung Angesichts der schleppenden Auslandsnachfrage und des zunehmenden Handelsprotektionismus der USA und der Europäischen Union steht China bei der Umsetzung seiner tiefgreifenden, laufenden Reformen vor großen Herausforderungen. Um auf diese Herausforderungen aktiv zu reagieren, schlug der 19. Nationalkongress der Kommunistischen Partei Chinas vor, „ein neues Muster der umfassenden Öffnung zu fördern“. Insbesondere die Einrichtung von Freihandelshäfen wird als ein wichtiges Mittel zur Verwirklichung einer tieferen Integration in die Weltwirtschaft angesehen. In diesem Beitrag werden die Hintergründe, die Beweggründe, die möglichen Herausforderungen sowie ein gangbarer Weg für die erfolgreiche Einführung von Freihandelshäfen in China erörtert. Ausgehend von den internationalen Erfahrungen erfordert die Errichtung von Freihandelshäfen in China einen freieren Warenverkehr, eine hohe Mobilität von Talenten und einen freien Kapitalfluss.
