Abstract

In the next step of SOE reform, efforts should be made to accelerate two processes: equity diversification and de-administration. These will help build a real modern corporate governance structure consistent with the intrinsic nature and development law of enterprises; achieve a new balance between the profit goal of enterprises and other goals such as supplying public goods, improving the state capacity, and maximizing social interests; and carry out a classified reform and management of state-owned enterprises with a focus on accelerating the withdrawal of state-owned enterprises from some competitive fields and non-natural administrative monopoly fields, so as to create a market environment of fair competition.
