Abstract

India’s strides toward SDG 6 goals in recent years are attributed to Central Government’s commitments and policies. Nevertheless, persisting spatial and income inequities between and within states pose significant challenges necessitating institutional reforms in the water and sewerage sector. Water in India is a state subject by Constitution, with emphasis placed on the active role of local bodies. Our study however shows limited devolution to this third tier of government. Private involvement is expected to rise faster due to mandatory requirements for some urban areas. Nonetheless, whereas decentralized provision (municipal vs. corporatization vs. public–private arrangements) seems to have facilitated upward tariff revisions thereby promoting operating cost coverage, no significant link is found with respect to reductions in non-revenue water, supply interruptions, functional meters, and daily water consumption per person. Improvements in performance may be enhanced with proper design of regulatory setup and better coordination between levels of government and private partners.
