Contemporary Institutional Approach Towards Conservation: Operational Reorganization Strategies

Abstract

The future of conservation has evoked mixed responses owing to monitory and utilitarian concerns. The advocation of indirect strategies has been explored and implemented, considering, the community dynamics; seeking solutions for the future of conservation. The time-tested integrated conservation and development project approach towards sustainable conservation efforts have been often questioned, requiring innovative reorganization strategies in the wake of globalization. Considering the ecosystem conservation from a landscape-scale with due consideration for social capital, building embalming, and spatial and temporal dynamics, it is proposed for a bottom-up hierarchy that is self-sustaining and has philosophical compatibility with conservation. Tourism, often construed as a double-edged sword in the context of conservation, can be the panacea through an institutional approach, as evident from the operations of Tourism Eco-development Committees (TEDC). The paper explores the role of TEDC through its existing operations in four ecotourism destinations of Kerala, India, and examines the operational expansion strategies for garnering better output in terms of livelihood and conservation. The Paper discusses the collaborative approach resulting in the internal and external operational reorganization of TEDC, enhancing sustainable conservation efforts in protected areas (PA), while, strengthening social capital. The internal reorganization consists of the adoption of technology to overcome spatiotemporal barriers of conservation practices, and, the induction of facilitation measures to expand economic options which are balancing conservation and income generation objectives. Further, the impending efforts of conservation from a holistic perspective need external collaboration; external operational reorganization includes multiple stakeholders collaboration like Vana samrakshan samitis (VSS) and/local communities, in the context of India.
