Abstract

This chapter discusses the theoretical and empirical issues of integrating gender within fiscal decentralization frameworks. The “principle of subsidiarity” states that fiscal decentralization is good for efficiency and equality based on the rationale that local governments, which are closer to citizens, are more efficient in the provisioning of public services than the higher levels of government. This chapter examines whether this rationale holds good in terms of gender development. The case studies of selected countries including India are given in the chapter; along with a limited analysis of general government data provided by IMF Government Finance Statistics.
