Determining Gender Equality in Fiscal Federalism: Evidence from India

Abstract

The chapter focusses on intergovernmental fiscal transfers (IGFT) in India. IGFT are, in theory, neither good nor bad for tackling gender inequalities. Fiscal federalism with an asymmetry in revenue and expenditure assignments inevitably leads to vertical and horizontal imbalances in public service provisioning. This chapter focusses on the role of tax transfer mechanisms on gender equality outcomes.
