Online Services Platforms: Household Sector Digitalization and Peer-To-Peer Transactions in the Russian Economy

Abstract

Expanded opportunities of value-added sectoral accounting is extremely relevant amid the inevitable comprehensive digital transformation of the economy. This paper focuses on the processes in the household sector against the backdrop of faster growth in online transport services. The purpose of the article is to study peer-to-peer transactions of households via digital intermediaries on online car services market. The authors elaborate on the household sector as a consumer on the one hand and as a taxi service provider on the other. Thus, this process reveals the problems in the sector, and then identifies extra opportunities to deliver online services via platforms, explores them in detail, and estimates peer-to-peer transactions in the context of informal activities. The research object is the leading online taxi aggregator, since its search engine ranks fourth in the number of searches; it dominates in online segment in Russia. The paper reveals that, both globally and in Russia, the number of peer-to-peer transactions is growing and the online aggregators market is expanding along with taxi services. This results in a rise in the shadow and informal employment of taxi drivers. Upon receipt of online requests (such as from Yandex.Taxi) some part of these transactions remain informal, resulting in underestimated revenues of transportation services. Online platforms and aggregators charge a commission from taxi drivers on requests. Service fees and online intermediary cash flows are partly concealed from tax and from statistics, accounting for a framework to adjust macroeconomic indicators in SNA. Shadow and informal employment keep growing. The digitalization of online services is an effective tool to enhance opportunities for statistical monitoring household activities and adjusting database survey in the informal economy.
