Digitalizing the Fuel and Energy Complex in the Post-Soviet Space

Abstract

This paper examines the key areas and current trends in the government regulation of digital transformation of the fuel and energy complex in the post-Soviet space. The Soviet oil and gas industry was one of the most advanced in the world. Its full might is currently concentrated in a number of independent states, with Russia and Kazakhstan leading the way. Over the past three decades since the collapse of the USSR, Russian and Kazakh companies have undergone a challenging privatization process, successfully adjusted to the market conditions, and are currently engaged in all transformations in the global economy, including those related to digitalization. This paper examines key reforms in the realm of digital transformation in Russian and Kazakh fuel and energy sectors, assesses the key legal instruments and strategic programs, and examines the practical experience of digitalization drawing on the case of the largest Russian and Kazakh fuel and energy companies (Gazprom Group, JSC NC KazMunayGas). The EAEU Digital Agenda, which currently unites five states (including Russia and Kazakhstan), has been studied separately. The results of the study confirm the national progress made toward the digital transformation of Russian and Kazakh fuel and energy sectors, demonstrate the huge potential for further digital transformation, and identify several challenges of the digital integration at the EAEU level, which can be addressed through active cooperation between Russia and Kazakhstan.
