Abstract

The purpose of this paper is to describe the factors underlying the development and success of the Norwegian oil model, its institutional structure, government regulation, and the special tax regime; it also addresses the applicability of the Norwegian oil model to other oil-producing countries, in particular to the oil industry in the Russian Arctic, which operate in similar climatic conditions. The paper provides an overview of broad international cooperation in the Arctic, as well as the tradition of Russian-Norwegian cooperation and prospects for the future, especially with regard to the transition to new green technologies and renewable energy sources. Research is based on government and parliamentary resources as well as scholarly research.
