Abstract

One of the main factors in solving Russia’s strategic tasks in the Arctic (first of all, the development of energy resources in the Russian Arctic) is the formation of a unified Arctic transport system; this includes the Northern Sea Route, which is a complex of vehicles for sea and river fleets, aviation, pipeline, railway and road transport, as well as coastal infrastructure (ports, means of navigation, hydrographic and hydrometeorological support, communications). The paper views the dynamics of the use of NSR for transportation of various types of goods, first and foremost, energy resources. Also, we analyze a number of Russia’s state documents on various aspects of Arctic policy in order to understand how tasks related to NSR are related to the general Russia’s Arctic policy.
