Abstract

The world is facing an unprecedented crisis, the spread of COVID-19, which we are trying to overcome with a lot of wisdom. Japan has experienced many crises caused by such viruses and epidemics. Above all, we have suffered from natural disasters such as typhoons, earthquakes, tsunamis, and the ravages of war. Kyoto has been the capital of Japan for over 1,200 years, during which, it has experienced the Ohnin among other wars, the Tenmei among other fire outbreaks that swept through the city, and epidemics many times. The economic stagnation that followed the relocation of the capital to Tokyo was also a major crisis for the Kyoto economy.
