Abstract

In-depth study of Chile Solidario Program (CHS), designed and implemented to assist the poorest population to move out of poverty trap is presented. CHS places special emphasis on “agency development” as key condition for overcoming the difficulties of daily life and setting goals for better life at present and in future. CHS’s key features and main results in agency development are presented and, with a view to visualizing the process of agency formation/development, a conceptual scheme of stage transition is formulated (informed by Behavioral Economics of Poverty) and illustrated by views and sentiments expressed by program participants. The key role of social workers in providing psychosocial support throughout the process of stage transition is emphasized and conditions for their effective performance are identified.
