Abstract

The trail of the history of Public Administration can be evidenced back to the beginning of the history of humankind. Civilizations around the world had their distinctive public administration system with different nature and features. From ancient Mesopotamia, Persian, Chinese empire period to Islamic administration under khelafa-e-Rashedah to Ottoman Khelafat, and, currently, the dominant model of modern system of public administration in the Western countries offers interesting cases for comparing public administration systems. Comparative public administration (CPA) has recently been very prominent among the professionals of public administration in both academia and practice. American, European, Asian, Chinese, Russian, and Islamic administration but also emerging democracies in Latin America and Africa offer distinct models/examples of studying comparative public administration in the twentieth and twenty-first centuries. This chapter reflects on the emergence and willingness to implement new paradigms and reform packages of public administration from a historical perspective to future prospects.
