Overview of PPP Infrastructure Development in Developing Countries

Abstract

This chapter presents overviews of PPP infrastructure development in developing countries including recent trends and key issues which include regulatory framework (Regulatory framework is defined as laws, regulations, decrees and other forms of rules of the host government regulating PPP infrastructure development), government support (Government support is defined as any form of support by the host government for facilitation of the PPP infrastructure development), institutional framework (Institutional framework is defined as a system of institutions or agencies of the host government for promotion and implementation of PPP infrastructure development), and institutional capacity (Institutional capacity is defined as a PPP-related capacity of concerned institution or agencies of the host government). As discussed in Sect. 3.3 , if prepared and managed right, PPP delivers Value for Money (VfM) as well as benefits to users of infrastructure and tax payers. Policy recommendations for the promotion of PPP in developing countries, including establishment of an enabling legal and regulatory framework, implementation capacity enhancement of the government of developing countries for PPP, and developing a government financial support, are also discussed.
