Abstract

In Islam, leadership is always closely related to responsibility. Responsibility (Masuliyah) is based on authority (shalahiyah) and rights decision-making (taqrir), which is mandated to a leader. All three are elements of leadership mandated independently to a leader. It is normal when a leader is tasked with achieving a goal according to capacity. The word or term used by the Prophet Muhammad (PBUH) when generalising the functions and responsibilities of each individual as a leader at all levels is ra’i. This word can be referred to in a fragment of the Prophet’s hadith, which reads … “Kullukum ra’in, wakullukum mas’ulun ‘an raiyaitihi …”. This word literally means “Shepherd”. It is used when referring to the leader for each individual, attributed to the background of the Prophet (PBUH) as a Shepherd. There are many examples of the Prophets’ leadership characters, such as being disciplined where everything must be put in order and teaching Muslims to be responsible individually or at the organisation level. Leaders works according to responsibility, love, and care.
