Abstract

Since climate change is recognized as a global environmental problem, historical emissions have been a core issue. As historical emission responsibilities are the cornerstone for the “common but differentiated responsibility” principle under the UNFCC, they have been a hot topic of South-North debate during international climate negotiations.
