Abstract

Over recent years, public–private partnership (or PPP) has attracted increasing attention in China. This is mainly due to the fact that increasingly rigorous restraints have been imposed on local government debt despite the arduous task of infrastructure development in the country. By pooling government and private funds and finalizing a series of agreements, PPP helps separate a project from government debt and attracts private investment at the same time. Therefore, it caters to the demand of both government and private investors.
