Lithuanian Civil Service Reform 1990–2018: From the Communist Legacy to a Professional Administration

Abstract

This chapter provides an overview of public administration and civil service reforms in Lithuania from 1990 to 2018. It describes the main trajectories and initiatives of these reforms in the country, as well as it seeks to determine the main factors driving such reforms. If Lithuania’s reform policy was driven primarily by the EU requirements in the pre-accession period, it is a set of national factors that explains public administration developments during the post-accession period. The adoption of the Civil Service Law in 1999 and its modification in 2002 established a new framework for the country’s professional administration, but since then changes to the functioning of the civil service have been mostly gradual. This research finds that since the re-establishment of its independence in 1990 Lithuania has achieved a complete and irreversible break from the Soviet administrative system. However, some important issues of post-communist administrative transformation remain on the agenda of Lithuanian governments.
