Abstract

After more than 20 years of the Reform and Opening, China established the preliminary framework for a market economy at the end of the twentieth century. However, due to the imposing existence of the old system, the requirement of “making the market play a fundamental role in resource allocation” put forward at the 14th National Congress of the Communist Party of China has not yet been fully realized.
