Abstract

The aim of this chapter is to assess how small island developing states (SIDS) can enhance productive capacity, export diversification and global competitiveness by moving up the global value chains and employing proactive trade policies and innovative governance policies and mechanisms. In particular, it examines the growth and trade performance of the Caribbean and Pacific regions and evaluates the trade policy framework and its scope for economic transformation. Boosting trade competitiveness and growth requires more than just increased investment or upskilling of the work force—strategic and systematic approaches are required, which aim at promoting innovation-driven enterprises, diasporic entrepreneurship and engagement, strategic government procurement and aid for trade/innovation.
