Environment and Governance for Network Management

Abstract

Social infrastructure facilities in Japan are ageing, and appropriate maintenance is necessary for them to remain usable. We have addressed this issue by making use of Information Communication Technology (ICT) in collaboration with specialists in the fields of ICT and social infrastructure. First, we outline the environment and governance of projects with regard to Network Size, Structural Holes, Tie Strength, Centrality, Trust, Norms and Shared Vision. Next, we describe a successful project undertaken within the above framework performed in collaboration with the University of Tokyo, Metropolitan Expressway Co. Ltd. (MEX), Tokyo Electric Power Company (TEPCO), Tokyo Metro Co. Ltd. (METRO), East Japan Railway Company (JR-EAST), Hitachi Ltd. and Nippon Telegraph and Telephone Corporation (NTT). Project planning and member selection were performed in accordance with policies related to the environment and activities were undertaken based on policies related to governance. First, we analyse ways to expand new networks in the preparation phase. Then, we present the outcomes of the project with related environment and governance policies. Governance policies were developed in the second phase. As our achievements attracted political attention from key players in important organisations, our project acquired new resources, such as leading persons/organisations and extra funding in the second year.
