Abstract

In Part II we discussed the large set of factors which determine a region’s growth performance, both on the theoretical as well as on the empirical level. We argued that investment, infrastructure, and human capital and employment are crucial factors for growth of Europe’s peripheral lagging regions, and thus for their catching-up. Conceptually, the European Union’s regional policy attempts to improve a region’s potential in these four categories,—a policy strategy, which evidently shows traits of modern growth theory. Regional policy action, however, does not simply aim at the improvement in macro-economic magnitudes, but consists of complex policy measures, which need to consider regional structural characteristics and require implementation by bureaucratic structures.
