Abstract

Zusammenfassung Von nationalökonomischem Standpunkt aus betrachtet, erscheint die Tätigkeit des Staates und der Gemeinde wie ein Glied im Streben der Menschen nach der Befriedigung ihrer Bedürfnisse. Daß die Kosten dieser Tätigkeit durch Steuern gedeckt werden, bedeutet, daß privates Eigentum in öffentliches verwandelt wird, welches besser als das erstgenannte gewissen allgemeinen wirtschaftlichen Bedürfnissen dienen kann. So wie jede andere wirtschaftliche Tätigkeit, muß auch dieser Kollektivhaushalt von wirtschaftlichen Grundsätzen geleitet werden. Den Inhalt dieser Grundsätze klarzulegen und deren Beziehungen zu den für das privatwirtschaftliche Leben geltenden Grundsätzen festzustellen, ist die Aufgabe, welche sich die moderne Finanz-und Steuertheorie zu lösen bestrebt.
