Abstract

Zusammenfassung Die Forderung nach Deckung der Straßenkosten durch den MFV wurde durch das Bedenken ausgelöst, es könnte der Kraftverkehr seine Wegekosten nicht decken und dadurch einen wesentlichen Vorteil gegenüber den anderen Verkehrsmitteln gewinnen. Gerade in einer freien Wirtschaft, wo nach größter Wirtschaftlichkeit gestrebt wird, will man jede Begünstigung privater Interessen auf Kosten der Allgemeinheit vermeiden und aus einer privatwirtschaftlichen Einstellung heraus Wirtschaftsangelegenheiten nicht dem Staate überlassen, und wenn, dann nur nach dem Prinzip der speziellen Entgeltlichkeit.
