Abstract

Zusammenfassung Der Zoll war ursprünglich eine Verkehrssteuer. Er wurde früher nur als ein Entgelt oder eine Gebühr aufgefaßt für die Benutzung der Wege, Brücken, Hafeneinrichtungen oder für die Gewährung von Schutz und Geleit für Waren und Personen. Seine Erhebung erfolgte noch im Mittelalter nicht an der Grenze, sondern an wichtigen Handelsund Verkehrsplätzen im Innern des Landes, an den zahlreichen Zolloder Legestätten. Für die Aufstellung und Höhe des Zolles waren lediglich örtliche und fiskalische Gesichtspunkte maßgebend; es machte keinen Unterschied, ob die betreffende Ware eingeführt, ausgeführt oder durchgeführt wurde.
