Abstract

Zusammenfassung Viele Jahrzehnte lang war das Management von Forschung, ob in der Industrie oder beim Staat, relativ problemlos. Man war grundsätzlich überzeugt, daß Forschung gut, notwendig und insgesamt lohnend sei und daß die Früchte der Forschung langfristiger, im Einzelnen nicht direkt zu rechtfertigender Natur seien. Der quantitative Aufwand war, wegen seiner im Vergleich zum Gesamtaufwand geringen Größe, nur insofern ein Thema, als der natürliche Appetit der Forscher auf Wachstum ebenso begrenzt werden mußte, wie der jeder anderen Anspruchsgruppe. Das wesentliche Entscheidungsargument für ein bestimmtes Projekt war Qualität, gemessen an der Zustimmung der Fachwelt.
