Abstract

Zusammenfassung In diesem Kapitel wird die historische Entwicklung der öffentlichen Verwaltung in Deutschland beschrieben und dabei insbesondere prägende Trends, Entwicklungslinien und Einflüsse aufgezeigt. Beginnend mit der Bürokratietheorie Max Webers über die Idee eines Schlanken Staates bis hin zu Einflüssen des sogenannten New Public Managements und des Neuen Steuerungsmodells sowie Veränderungen durch digitale oder agile Arbeitsweisen, werden die prägenden Einflüsse und Entwicklungen der öffentlichen Verwaltung Deutschlands dargestellt. Aktuelle Herausforderungen aus Sicht der Praxis gehen in diese Betrachtung ebenfalls mit ein. In diesem Kapitel erhält der Leser somit einen Überblick über die wichtigsten Veränderungen, Einflüsse und Entwicklungen der öffentlichen Verwaltung im Managementkontext, die Teil der Basis und des Umfeldes sind, in denen Organisationen öffentlicher Verwaltungen sich befinden und die einflussgebend für das Management öffentlicher Verwaltungen sind.
