Abstract

Zusammenfassung Die Rahmenbedingungen, unter denen militärische Stäbe Operationen leiten, nehmen an Komplexität zu. Zugleich erhöht sich mit der Anzahl, Dauer, Unterschiedlichkeit und Intensität der Einsätze auch der Druck auf die Effizienz und die Effektivität des in den Stäben eingesetzten Personals. In kritischen Situationen entscheidet der militärische Führer häufig unter Zeitdruck, Informationsdefiziten und mit hohem Risiko für die beteiligten Menschen. Hilfreich für ihn und seinen Stab ist die Bereitstellung der gesamten verfügbaren Informationen, die für die Auftragserfüllung notwendig sind. Zu Beginn des Jahrtausends wurde ein neuer Ansatz zur Führung militärischer Operationen konzipiert. Kern des Ansatzes der „vernetzten Operationsführung“ ist die Vernetzung aller Aufklärungs-, Führungs- und Wirksysteme über alle Führungsebenen und alle militärischen Teilorganisationen hinweg. Vorhandene und benötigte Informationen können damit zum richtigen Zeitpunkt am richtigen Ort sein. Die hierdurch verbesserte Informationsverfügbarkeit erhöht die Effizienz militärischer Stäbe.
