Abstract

Zusammenfassung Die strategisch (im Gegensatz zu operativ-taktisch) ausgerichtete Länderübergreifende Krisenmanagementübung/Exercise (LÜKEX) ist eine ebenen- und bereichsübergreifende Übungsform. Dabei werden Krisenstäbe in Bund, Ländern und Unternehmen der Kritischen Infrastrukturen (KRITIS), im Vorfeld der Übung, in einem rund zweijährigen Prozess für verschiedene Krisenszenarien sensibilisiert. Da sich die Alltagstätigkeit der Angehörigen von Krisenstäben maßgeblich von dem, was in einer Krise auf sie zukommt, unterscheidet, gilt „Übung macht den Meister“ auch mit Blick auf die Vorbereitung von Krisenstäben. In Vorbereitung auf reale Krisenlagen werden tragfähige, kompetente Netzwerke über staatliche und nichtstaatliche sowie ressort- und föderalismusbedingte Grenzen hinweg etabliert. Durch die Überprüfung konzeptioneller, organisatorischer und verfahrensmäßiger Voraussetzungen und daraus resultierender strategischer Handlungsempfehlungen an die politische Ebene werden sukzessiv und nachhaltig Krisenmanagementstrukturen und -verfahren optimiert.
