Abstract

Zusammenfassung Personalplanung und -auswahl werden in Krisenstäben häufig vernachlässigt. Die Personalplanung mit der Bestimmung des vorzuhaltenden Personalpools muss sich nach Art und Aufgabe des Stabs und der erwartbaren Lagen richten. Mindestens eine Zwei-Schicht-Fähigkeit auch für längerdauernde Lagen ist anzustreben. Bei nicht durchgehender Verfügbarkeit des Stabs ist minimal eine Dreifachbesetzung jeder Position nötig, für volle Zwei-Schicht-Fähigkeit eine Vierfachbesetzung. Personalauswahl sollte auf der Grundlage von Anforderungsprofilen erfolgen. Die Besetzung ergibt sich teils aus den regulären Aufgabengebieten von Führungskräften. Bei diesen sollten für die Stabsarbeit benötigte Kompetenzen Teil der Auswahlkriterien sein oder gezielt entwickelt werden. Für Assistenzfunktionen und etliche Fachfunktionen ist eine gezielte Auswahl möglich. Im Beitrag werden verschiedene Möglichkeiten diskutiert.
