Abstract

Zusammenfassung Verwaltungen haben schon vor Beginn der Pandemiesituation Covid-19 erkannt, dass Stabsarbeit die Bewältigung einer Krisensituation nicht nur vereinfacht, sondern sie unter Umständen erst ermöglicht. In der Pandemiesituation wurde jedoch erstmals großflächig und Ebenen übergreifend in Verwaltungsstäben gearbeitet. Neben der Grundsatzentscheidung zu dieser Arbeitsweise und der Verfügbarkeit geeigneten Personals sind die Räume, in denen diese Stabsarbeit stattfinden soll, ein erfolgskritischer Faktor. Während herkömmliche Büroarbeit auch unter suboptimalen räumlichen Bedingungen gute Ergebnisse liefern kann, existiert ein wesentlich höherer Einfluss des Raumes auf die Qualität der Stabsarbeit. Dies ist auf das besonders ausgeprägte arbeitsteilige Zusammenwirken des Stabes mit all seinen Kommunikationsbeziehungen zurückzuführen. Für Verwaltungen liegt die Herausforderung darin, dass in den seltensten Fällen explizit für diesen Zweck geschaffene Räumlichkeiten zur Verfügung stehen.
