Abstract

Zusammenfassung Die Innenminister und -senatoren der Länder verabschiedeten im Jahr 1978 Regelungen, die die Einrichtung von Stäben in den Polizeien des Bundes und der Länder vorsehen. In der Folge wurde sich dieses Instrument auch für die eigene politische Arbeit in hochkritischen Entscheidungssituationen zu Nutze gemacht. Politische Stäbe sind weder Selbstzweck noch Stilmittel. Sie sind die angemessene Adaption eines erfolgreichen Instruments an besondere Bedarfe. Der Krisenstab der hessischen Landesregierung – angesiedelt im Innenministerium – ist einer der modernsten politischen Stäbe in der Bundesrepublik Deutschland. Dieser Beitrag erläutert Aufbau und Struktur dieses Stabsgefüges zur Koordinierung der Gefahrenabwehr auf der Ebene der obersten Landesbehörden bei flächendeckenden Gefahrenlagen oder Schadensereignissen in Hessen.
