Abstract

Zusammenfassung Die reaktive humanitäre Hilfe darf nur das letzte Mittel der Wahl sein, um Menschen zu unterstützen. Vorausschauende humanitäre Hilfe ist das Gebot der Stunde und der Zukunft. Stärkung von Resilienzen, Antizipieren von Krisen, Frühwarnung und frühzeitiges Handeln sowie eine gründliche Katastrophenvorsoge- und Nothilfeplanung sind die Leitprinzipien eines Humanitären Paradigmenwechsel. Hierdurch können Verluste und Schäden minimiert oder vermieden werden. Zur Erreichung dieses Humanitären Paradigmenwechsels bedarf es der Bündelung verschiedenster Kompetenzen sowie konzertierter Anstrengungen. Entsprechend wichtig sind eine innovative, agile und antizipierende humanitäre Akteurs-Landschaft sowie die Stärkung komplementärer Partnerschaften aus Nothilfe, Entwicklung, Wissenschaft, Verwaltung und Wirtschaft, sowohl auf internationaler als auch auf nationaler und lokaler Ebene. Der folgende Beitrag beleuchtet an Beispielen des lokalen, nationalen und internationalen Engagements der Welthungerhilfe, welche Netzwerke, Partnerschaften innerhalb der humanitären NROs und weiterer Akteure in den letzten Jahren entstanden sind und im Sinne des Humanitären Paradigmenwechsels arbeiten. Welche komparativen Vorteile sie bieten. Und welche Herausforderungen diese Partnerschaften an die beteiligten Akteure stellen. In diesem Sinne zeigt der Beitrag Potenziale auf und adressiert: Neue Partner – Neue Initiativen – Neue Interessen.
