Die Tarifpolitik in der Zeitarbeit als Beitrag zur Weiterentwicklung der Branche

Abstract

Zusammenfassung Das Bestehen der Sozialpartnerschaft in der Zeitarbeitsbranche hat sich im Jahre 2023 zum zwanzigsten Mal gejährt. Im Jahre 2003 wurden die ersten Tarifverträge in der Fläche ausgehandelt. Zuvor hatte es bereits einen Haustarifvertrag zwischen dem Marktführer Randstad und DAG/ÖTV und später auch ver.di gegeben. Im Übrigen war die Zeitarbeit eine tariffreie Zone. Auch wenn der Beitrag der Tarifverträge zur Weiterentwicklung der Branche nicht in Streit stehen dürfte, ist andererseits nicht zu bestreiten, dass die Tarifgeschichte nicht ohne Brüche und Sackgassen vonstattengegangen ist. Nach einer zwischenzeitlichen Vielzahl von Flächen-, Firmengruppen und Haustarifverträgen hat sich die Tariflandschaft inzwischen konsolidiert. Es dominieren, von wenigen Haustarifen abgesehen, die beiden Tarifwerke iGZ und BAP. Aufgrund des Zusammenschlusses der beiden Verbände zum GVP ist damit zu rechnen, dass auch diese beiden Tarifwerke perspektivisch zu einem Tarifwerk zusammengefasst werden.
